Abigroup: A major Australian engineering and construction group whose activities include engineering, building, project management, design and construction, maintenance, and asset management services. Access agreement: A commercial agreement between QR and a rail operator or end user (such as a coal mine) setting out the agreed terms on which a train service will operate. Access charge: The price paid by a rail operator or end user (such as a coal mine) to use a section of the rail network. Access Coordination: Plan prepared by Network Access detailing Plan operational and interface requirements for a rail operator or end user. Access seeker: A rail operator or end user (such as a coal mine) wanting to gain access to the rail network. Achievement Unlimited Awards: An annual QR staff recognition program recognising the contributions of work teams. AS/NZS ISO 14001: International Standard specifying the requirements of an environmental management system. Assessment
System: Queensland Government system to control development according

Capacity (C&FS): Capacity here refers to the number of trains (or tonnage) that could move over a given route in a given time with a given number of rollingstock and train crew. Capacity (Network Access): Availability of train paths on the network. Capacity: In the context of a rail transport system, capacity generally refers to the number of trains that could move over a given route in a given timeframe. Capacity Dynamics: A new QR business
concept based around optimising system capacity. The concept is applicable Carbon Trading And Cleaner Production: A holistic approach to reducing source inputs and waste outputs in the production process. Coal 2005: A project
involving the workforce at all levels aiming to significantly reduce
the coal business’ cost structure by: accelerating the improvement
in processes; promoting technical innovation and protecting and fostering Code of Practice Compliance: Ensuring the requirements of laws, regulations, industry codes and organisational standards are met. Commodity Risk Management: A Board approved framework for recognising
and managing bulk diesel exposures, whereby QR Treasury guarantee bulk
diesel prices to QR Business Groups and manage the price risk Compliance: Ensuring that the requirements
of laws, regulations, industry codes and organisational standards Contaminated Land: Land contaminated by a hazardous contaminant. Corporate Strategies: High level strategies that are guiding QR towards attaining its vision of Performance. CORPORATE STRATEGY Development Process (CSDP): This is a multi-stage process that enables QR to transition from its current state to implementing its desired strategy. The first stage involved identifying best practice methodologies for managing the business; the second stage involved building organisational capability; and the third stage is under development.
Declared service: A rail service which is made available for access by parties other than QR, in accordance with the QCA Act. Duty Of Care: A person must not carry out any activity that causes, or is likely to cause, environmental harm unless the person makes all reasonable and practicable measures to prevent or minimise the harm.
Ecosystem: A dynamic complex of plant, animal and micro-organism communities and their non-living environment interacting as a functional unit. EMUs: Electrical Multiple Units are electric trains used on the Citytrain network. Engineering Excellence Awards: An Australian engineering awards program sponsored by Engineers Australia. The program recognises the achievements of engineering enterprises. Enterprise Architecture Enterprise: Architecture is a series of principles and guidelines to direct the acquisition, building, modification and interfacing or integration of IT resources across an organisation. Environmental Authority: Licence issued by the Environmental Protection Agency. Environmental Harm: Is any adverse effect, or potential adverse effect (whether temporary or permanent and of whatever magnitude, duration or frequency) on an environmental value. Environmental Incident: An undesired, unplanned, uncontrolled event which under different circumstances,could lead to environmental harm. Environmental Management System: The process
used to administer the Environment Policy of the organisation, covering
all aspects of environmental
management within QR, including structure, planning, practices, procedures Environmental Protection Agency (EPA): The EPA is a Queensland Government Department whose key functions are environmental planning, environmental policy and economics, environmental operations, sustainable industries and environmental and technical services. Environmental Regulations: Compliance with environmental conditions as required by any environmental legislation or regulation. Environmental Risk Treatment: Appropriate processes for dealing with environmental risks. Environmental Risk: Operational risks with an environmental consequence, they arise from the relationship between human/human activity and the environment.
Fauna: All of the animals found in an area. Flora: All of the plants found in an area. Freight Rate: The rate or price charged per unit of freight hauled.
General Freight: A QR term describing any freight that does not travel in a block train and does not include Intermodal and Industrial Products. Government Strategic Analysis: A strategic assessment of QR’s operations instigated by Shareholding Ministers to submit to cabinet on the significant issues confronting QR and therefore government in the rapidly changing rail industry in both the Queensland and National arena. Greenhouse Challenge: A cooperative
agreements program established in 1995, to provide the opportunity Greenhouse Challenge Award: These awards provide an opportunity for Greenhouse Challenge members to be publicly recognised for significant greenhouse gas abatement achieved through excellence in innovation, design and environmental performance. Greenhouse Gas: Abatement Reducing the intensity of, or eliminating greenhouse gas emissions.
Habitat: The place where an animal or plant normally lives and reproduces. Hook and Pull: A term used to describe a service where the customers wagons and associated freight is hauled using the service providers locomotives and train crew. HUNTER VALLEY ENERGY COAL LIMITED (HVEC): A New South Wales coal company which has awarded QR a coal haulage contract.
Industrial Products: A term used by QR to refer to a range of industrial sector type products such as petroleum, bitumen, containerised fertiliser, iron and steel, explosives, cement and chemicals. Infrastructure Services Group: Provided services and resources for the maintenance, construction and management of QR’s rail infrastructure. Intellectual Property (IP): A term used to define an invention, trade mark, original design or practical application of an idea. According to IP Australia – Intellectual Property (IP) represents the product of your mind or intellect. Interface: Managing the relationship between QR (as Managementnetwork manager) and rail operators. Interface issues include safety, technical, operational and environmental standards. Intermodal: A term used by QR to describe the business of moving containerised freight for freight forwarders.
John Holland: A major Australian construction contractor and provider of non-construction services to the rail, telecommunications, building and heavy engineering sectors.
Kyoto Protocol: A 1997 international agreement, reached in Kyoto, Japan, which extends the commitments of the United Nations Framework Convention on Climate Change. In particular, it sets targets for future emissions by each developed country.
Lost Time Frequency Rate (LTFR): One of the measures QR uses to monitor and report employee health and safety. It is a measure of the number of lost time injuries per million hours worked.
MIM: MIM Holdings Ltd was a mining, smelting and refining company. Its major products included copper, thermal and metallurgical (coking) coal, gold, zinc, lead and silver. MIM was acquired by Xstrata Coal in June 2003.
National Pollution Inventory: National database of air emissions from major sources. Network: Queensland’s rail system, including all main railway lines, marshalling yards, bulk loading and unloading points and passenger stations. Network Capacity: See ‘Capacity’. Network Management Principles: Agreed methods for train control and scheduling trains. Network Noise Management Plan: QR plan for the management of noise generated from rail network operations. New Acland: A new coal mine on the Darling
Downs 150Km west of Brisbane. The mine is owned and operated Non-Bulk Markets: Markets for non-bulk commodities such as general freight. Non-bulk trains generally carry a range of different commodities or freight.
Open Access: Access by other rail operators to QR’s rail infrastructure. Organisational Capability: The organisation’s capability to meet the demands of the market. QR is seeking to build capability through “Releasing QR’s Potential”.
Performance Vision: It is based on the principle that Business Performance plus Social Performance will lead to Outstanding Performance. Plan on A Page: QR’s ‘Plan on a Page’ provides a road map that outlines the minimum requirements for QR’s business and corporate units to achieve in six-monthly intervals. The ‘Plan on a Page’ represents the capability requirements needed to make the ‘Releasing QR’s Potential’ agenda a success – ensuring QR achieves its vision. Planning system (ERP system): A system that allows for the effective planning and control of organisational resources required to service customer requirements (take orders, make products, deliver products and services, and manage accounts.
QR Business Model: This model describes how QR chooses to deliver its products and services to the external world. It covers everything that makes the organisation function in a coherent way, in alignment with its vision. QR Finance: QR’s corporate finance function, providing financial management leadership, through financial governance and financial services, to QR and its businesses. Queensland Competition Authority (QCA): An independent Queensland Government statutory authority that regulates government business activities in areas such as rail, water, gas, electricity and port services.
Rail Haulage and Other Agreements: Contracts or agreements to haul freight by rail and to provide other related services. Rail Infrastructure Development Project: A project to develop and assess an innovative alternative funding structure for new below rail infrastructure. Rail Operator: A party that operates rolling stock (such as trains) on a railway. There are both QR and non-QR operators. Railway Noise Management Agreement: A formal QR and Queensland Environmental Protection Agency agreement. Reference tariffs: Set access charges for nominated hauls and a nominated train service type that have been authorised by the QCA. Register: Register of contaminated land sites managed by the Environmental Protection Agency. Regulated Waste: Non-domestic waste as defined in Schedule 7 of the Environmental Protection Regulation 1998. Related Mechanisms: A proposed process which would allow for the purchase and sale of carbon credits. There are also three mechanisms to reduce emissions these include: International Emissions Trading, Clean Development Mechanism and Joint Implementation. Releasing QR’s Potential: This program is about empowering QR people to transform QR into an organisation that is more relevant to its current and future environment. It puts a strong emphasis on building capability within QR and its people, and focussing the organisation’s attention on initiatives that will propel it toward achieving its vision, mission and objectives. This is stage 2 of CSDP. Ringfencing: Processes which separate the management of the rail network from the operation of train services, and protects the confidential information of rail operators and access seekers.
SAP R/3: SAP’s integrated software solution (ERP) system. Signal Passed At Danger (SPAD): An incident where a train passes a red signal without authority to do so. Used as a measure of risk. Speed Restriction: Train speed limits for defined track sections. Strategic Debt Management: A process whereby QR Treasury manages the interest rate risk of the Client Specific Debt Pool provided by Queensland Treasury Corporation to reduce interest costs over the medium to long term. Sustainable Development: Development aimed to meet the needs of Australians today, while conserving our ecosystems for the benefit of future generations.
Team-briefing process: An internal communication process whereby important group and organisation wide messages are cascaded from the management team to all staff. Third Party Access: Access by other rail operators to QR’s rail infrastructure. Track condition index: Indicator of the level at which QR maintains its rail network.
Waste: Disposal Waste disposal, or its treatment, that causes the least environmental harm. Waste Avoidance: Preventing or reducing the amount of generated waste. Waste Energy Recovery: Recovering and using energy generated from waste. Waste Optimisation Program: Proposed joint project with EPA looking at recycling wastes generated at stations. Waste Recycling: Treating waste that is no longer useable in its present form and using it to produce new products. Waste Reuse: Re-using waste without first substantially changing its form. Weekly Statewide Railings: A QR measure of the total freight tonnes hauled in Queensland in a given week. Whole of Staff Meeting: An annual meeting of all staff where the management team discuss the unit’s performance for the past year, present the business plan for the coming year and recognise staff achievements.
